The Telecom Regulatory Authority of India (TRAI) is taking this very seriously. Reporting by the Service Provider is erratic and sometimes misleading. So, the best way to handle this is to put the reporting in the hands of the User.
Download MySpeed (TRAI) and install it on your phone. Then, you can run it at different locations at any time during the day or night and check the actual speed of your Service Provider. If it falls below the contracted speed, you have an option to upload and report this data directly to TRAI. TRAI will then check reports from various customers and, if the Service Provider is found wanting, they will take up the issue with the latter directly.
